Judith M. Schiavi, CPA, MBA

Judy is the managing principal of Schiavi, Wallace & Rowe, PC. She is responsible for coordinating special projects of the firm, including; Medicaid rate analysis, appeals and expert witness testimony, benchmarking studies, recovery audit assistance, and facility budgeting and strategic planning. Judy also manages the firm’s not-for-profit audit practice. Formerly a manager with the accounting firm Clifton Gunderson LLC, Judy has been working with the long-term care industry for more than 25 years.

Judy is a well-known advocate for Maryland’s long-term care providers, and works extensively with the Health Facilities Association of Maryland (HFAM) evaluating and modeling proposed changes to Medicaid reimbursement for Maryland’s nursing facilities. She is a recipient of the HFAM Executive Directors Award (2001), the Milton Moskowitz Achievement of Excellence Award (2007) and the Presidential Leadership Award (2011).

Judy is a member of the board of directors of Pickersgill Retirement Community, the Maryland Association of Certified Public Accountants (MACPA) and American Institute of Certified Public Accountants (AICPA).
 

Barbara G. Wallace, CPA

Barbara, one of the founding principals of Schiavi, Wallace & Rowe, PC, has over 25 years of healthcare accounting and auditing experience, including former employment with the Maryland Medicaid audit contractor. In that capacity she was responsible for such projects as; coordinating the annual rate setting process for all Maryland Medicaid participating nursing homes, auditing nursing home cost reports and issuing final settlements in accordance with COMAR and PRM regulations, auditing Medical Day Care Program facilities, and desk reviewing home health agencies participating in Maryland Medicaid.

Barbara currently oversees financial statement audits, including not-for-profit and audits of HUD assisted entities, audits of employee benefit plans, and accounting compilation and reviews for closely held businesses, as well as cost report preparation and reimbursement issues for our clients. Barbara is a member of the Maryland Association of Certified Public Accountants (MACPA), and the American Institute of Certified Public Accountants (AICPA).
 

Dawn L. Rowe, MBA, CPA, CPC (1967-2017)

Dawn, a principal of Schiavi, Wallace & Rowe, PC until her death in 2017, left an indelible mark on the firm. She specialized in consulting assignments covering third party reimbursement for hospitals and long-term care facilities, as well as financial planning and forecasting. Dawn’s ability to interpret and apply Federal regulations allowed her to utilize her auditing skills to oversee and perform audits of HUD assisted entities and not-for-profit and governmental agencies which helped our clients to maintain and achieve compliance.

Dawn held previous positions as a Manager for the national accounting and consulting firm KPMG LLP where she provided reimbursement consulting services to hospitals, and as a Reimbursement Manager for Manor Care, the national long-term care chain.

She never stopped learning and growing as a healthcare professional, and obtained her Certified Professional Coder Designation in 2004. She was a member of the Healthcare Financial Management Association (HFMA) for which she presented on many occasions on Medicare payment policies, as well as the Maryland Association of Certified Public Accountants (MACPA) and the American Institute of Certified Public Accountants (AICPA).

Dawn's life was shorter than we would have chosen it to be, but the impact of her life on those who worked with her and loved her will last forever.
 

Linda Rajewski, CPA

With more than 25 years of accounting and auditing experience, including former employment with the Maryland Medicaid audit contractor, Linda specializes in accounting and compilation services, cost report preparation, Form 990 preparation and review, as well as not-for-profit financial statement audits and audits of employee benefit plans.  In addition to her healthcare audit background, Linda was also formerly Assistant Vice President of Finance of a 238 bed nursing and rehabilitation facility in Maryland which allows her to consult with our nursing facility clients on their business office operations.

Linda is a member of the American Association of Certified Public Accountants (AICPA) and the Maryland Association of Certified Public Accountants (MACPA).
 

Kurt J. Schaeffler, CPA

Kurt, a Director with Schiavi, Wallace & Rowe, PC, has over 25 years of diversified financial and reimbursement experience in the audit, consulting and corporate healthcare fields. Kurt specializes in Medicare and Medicaid reporting for all provider types, and performs financial statement audits and audits of employee benefit plans as well various consulting services such as financial analysis and forecasting.

Kurt held previous positions as Reimbursement Director for two different divisions of Integrated Health Services, Inc. (IHS) where his responsibilities included Medicare/ Medicaid reporting, developing financial models for forecasting and determining reimbursement impacts related to the monthly close process, and supporting Operations regarding reimbursement, financial and operational issues.

He is a member of the American Institute of Certified Public Accountants (AICPA) and Maryland Association of Certified Public Accountants (MACPA).
 

Jeannie McCloskey

Jeannie is a staff accountant with Schiavi, Wallace & Rowe, PC. She has one year of healthcare experience and two years of municipal financial reporting and audit compliance review experience. She is responsible for performing audits for non-profit clients with a focus on pension audits. She is also responsible for the preparation of hospital and skilled nursing facility Medicare and Medicaid cost reports.

Jeannie is a CPA candidate with her Accounting course work and a Bachelor’s degree in Political Science from Middle Tennessee State University. Before pursuing a career in accounting, she completed a Master’s degree in Curriculum and Instruction at Tennessee Technological University and spent eight years teaching high school Social Studies. 

 

Donna Culberson

Donna provides business office support to clients of Schiavi, Wallace & Rowe, and has more than 30 years experience in long term care. She has served as a regional business consultant for a large chain operator, and most recently spent 22 years serving as the Business Manager for a privately owned skilled nursing facility where she managed all aspects of the business office. She is experienced with all aspects of long term care business office operations including accounts payable and purchasing, accounts receivable, insurance contract negotiations, resident funds, corporate compliance, budgeting and financials, central supply and inventory, case management and Medicaid applications. Donna has a thorough knowledge of Medicare PPS, Medicaid, Hospice, VA and insurance contract billing.

 

Sarah Swam

Sarah is a Senior Healthcare Consultant with Schiavi, Wallace & Rowe, PC  and has over fifteen years of healthcare experience.  She is responsible for the preparation of hospital and skilled nursing facility Medicare and Medicaid cost reports, as well as performing audits of not-for-profit clients.  Sarah also provides assistance with special projects including financial modeling.

Prior to Schiavi, Wallace & Rowe, PC, Sarah held positions including; Controller, VP of Finance, and Director of Compliance for both a large regional healthcare company and a national healthcare chain.  Her responsibilities in those positions included preparing and reviewing Medicare and Medicaid cost reports for various healthcare provider types in many states.

 

Mary Beth Kepler, CPA

Mary Beth began her healthcare accounting career with the Maryland Medicaid intermediary and went on to work in the healthcare practice of both regional and national accounting firms.

She is a Senior Healthcare Consultant with Schiavi, Wallace & Rowe and uses her  thirty years of healthcare experience to provide expertise to a variety of cost reporting and other financial projects.
